CALL TO ORDER

The meeting was called to order at 7:30

APPROVAL OF AGENDA

Jean Root motioned to approve the agenda for May 17, 2004 Comprehensive Planning 

meeting.  Jim Anderson seconded.  Motion carried 5-0.

CALL TO THE PUBLIC

No response.  Close the Call to the Public. 

APPROVAL OF MINUTES

Jean Root motioned to approve the minutes dated February 26, 2004 Comprehensive 

Planning meeting.  Jim Anderson seconded.  Motion carried 5-0.

OLD BUSINESS

General Changes

Addition of titles to person’s names on Title Page.

Finished Table of Contents and page numbers.  Corrected spelling and other min9r errors.  

Map numbers were put in parenthesis to help stand out. (MAP 6)

Chapter One - Introduction

Page one “Township Board” added per Jean Root.  Revised page two, how plan was prepared

 – The order of reviews, public hearings and adoptions was slightly out of order.

Chapter Two – Demographic Profile

Added sentence regarding the construction of the new high school per Jean Root.

Chapter Four - Transportation

Enhanced first paragraph on page 30 regarding Future Traffic Conditions to include proposed 

widening of D-19 to five lanes; remove ‘to five lanes’ and insert ‘a portion’ and a corridor plan

for D-19.  Text was changed to reference 2001 thru 2003 traffic counts.

Map 9 was revised to include seven new traffic counts from the Livingston County Road 

Commission.  Changes made to map 9 are moving numbers that overlap with lines so the 

numbers are readable.  Cedar Lake Road denoted as Local Gravel, change notation, showing 

Cedar Lake Road to the north of Jewell to primary hard top.

Chapter Five - Communities Facilities

Page 35, under Township Offices text was added stating that the township hall was 

remodeled in 2004.

Pages 36 & 37 regarding schools- text revised regarding the opening of Hutchings 

Elementary School and the construction and opening of the new high school in Marion Township.

Page 37 under Sewer & Water Service – the second paragraph was revised to refer to “proposed 

water/sewer boundary” instead of sewer district and the listing of sections numbers within the 

boundary area was revised to that the meaning is clearer.

Chapter Six – Existing Land Use

Bottom of page 40 to read Marion Township has commercial properties interspersed among City 

of Howell commercial properties along Michigan Avenue and Mason Road.

Residential development on pages 42 & 43 – April 2004 planned and proposed residential figures 

were added.

Page 43 – the 2,000 unit development was not added to the pictorial list of residential 

developments “due to the tentative nature of the proposal”

Chapter Eight – Future Land Use

Corrections to the Future Land Use Map;

  • The title was changed from “Marion Township Future Land Use Districts” to “Marion 

Township Future Land Use Categories” (district implies zoning)

  • Proposed water/sewer boundary was changed to a dashed line in a different color than blue,

the lakes and major streets were labeled, SR label was changed to SSR Sewered Suburban 

Residential, MR label was changed to Sewered High Density Residential.

  • Total acres were updated under Future Land Use Categories
  • Residential Build out Analysis section was added
  • Proposed Water/Sewer Boundary Area Build out Analysis section was added
  • Surrounding Future Land Uses section was added

Page 77 remove second paragraph. 

Insert Livingston County Comprehensive Plan Future Land Use Categories for Marion Township 

on page 84?  Yes.

Chapter Nine - Implementation

Decision matrix was revised to denote that direct access to paved roads is a high priority location 

factor for commercial and industrial land use and the legend was reworded to “High/Medium/Low 

Priority Location Factor”.

Future Land Use Designations and Corresponding Zoning Districts was modified to that the Future 

Land Use Designation of SR label was changed to SSR Sewered Suburban Residential, MR label 

was changed to Sewered High Density Residential.

ERS-2 zoning district was deleted from the Open Space Preservation Example (box).

PUD language on the last two pages was modified to correctly note the PUD as an overlay district.

Appendix

Addition of page numbers.

Distribution

Kathleen Kline-Hudson will provide draft copies for the June 7th Board of Trustees, Ways 

and Means.  The Board of Trustees will give permission to distribute for review and 

comment.  A cover letter for distribution will be included.

NEW BUSINESS

Access Management - proposed zoning amendment

Jean Root motioned to table Access Management until the next regularly scheduled meeting,

 May 25, 2004.  Debra Weidman-Clawson seconded.  Motion carried 5-0.
